According to the tenth Five-Year Plan of Yuyao Municipal People's Government, an
especial team organized by Yuyao Administrative Committee of China Light Industry Mould
City made a research on the development of mold enterprises inside and outside the mould
city. They summed up lots of experience and weakness existent, and accordingly compiled a
tenth five-year Plan for the Mold City with practical work manner and high responsibility.
1. Evaluation on Mold City's
development during the 9th five-year plan
(1) Elementary achievement and development features:
During the 9th five-year plan period, the mold city's construction which regarded as
a key project by China National Council of Light Industry(CNCLI), has received lots of
encourage and support from CNCLI and the local government. Since its formal foundation in
1997, under the leadership of the local government and with the great support of the
related sectors, the mould city has been developed more than 400 mu of land with total
investment over RMB0.405 billion, including the infrastructure construction RMB 20
billion. Till now, it has been developed 0.82 million square meters of land for building
mold processing house and 6,490.47 square meters of land for building mold materials
dealing house. By the end of March this year, more than 115 producing and processing
companies and 45 mold materials distributors were moved into the city. According to Mold
City's general scheme, the 1st phase project of mold processing zone and mold materials
transaction zone have been finished. Besides, the 1st phase project of the Mold City's
Trading estate is under construction, which covers an area of 20 mu including building
area of 25000 square meters, expected to be finished at the end of this year.
Main questions and contradictions:
a. Small scale, backward technique, lack of driving force behind them;

3. Target and task of the Mold City's
during the 10th five-year plan
(1) Overall development strategy
For the sakes of the characteristics, whole structure and development speed of mould
industry, Yuyao Administrative Committee of CLIMC timely adjusted the planning area from
current 1 to approx.2 square kilometers according to the original overall plan, so as to
fully reflect its advantages as specialty, large scale and competitive market. Meantime,
on the basis of the five functional zones (mold-making and processing, mold material
trading, mold equipment transaction, mold-design & development, mold technique
training, mold information service), matched city planning facilities and mold scientific
research institute center are hoped to start-up to improve the production and life
conditions.
During 10th Five-Year Plan period, Mold Management Committee is
designing to develop 2200 mu of land and invite 200 companies including 25 with yearly
output above RMB 5 million. Meantime, we will also encourage enterprises in the city to
extend a multi-functional market, export their products, pay more attention to products'
structure, struggle for new breakthrough on foreign trade during this period.
The continuous development of hi-new technology and information
industry indicates that product taxation and mold quality must be go up a new stage. The
management department of the Mold City has deeply recognized the big gap in technical
field between our enterprise and the overseas'. In the near future market construction,
the city should aim at introducing larger projects, such as foreign advanced mold-maker,
mould technology development center etc., so as to facility enterprises in the city to
innovate technique and renew equipment.? With the great support of CNCLI and local
government, the mould city will implement series preferential policy and encouragement
methods to help local enterprises innovation, import technique, new equipment, skilled
person and experiences of management and therefore improves companies' integrated
strength.

c. Finish the 2rd phase of mold material transaction zone
d. Introduce relevant items of mold-processing: heat treating, expertise-making
skill of standard mold frame, internet information and mold-designing center.
